The Customs and Port Authority of Próspera ZEDE is a service and internal administrative unit within the Próspera ZEDE General Service Provider (GSP). It is responsible for the administration, control, and facilitation of the importation and nationalization of goods, and for the regulation and operation of ports and points of entry within Próspera ZEDE. A Tariff-Free, Extraterritorial Customs Zone
Under Articles 31 and 32 of the ZEDE Organic Law, Próspera ZEDE functions as an extraterritorial customs and fiscal jurisdiction, distinct from the national customs territory of the Republic of Honduras:

ZEDEs must operate on a policy of free trade and competition guaranteeing the free circulation of goods, intangible assets, and capital.

Free entry of air and sea vessels to the ZEDE is guaranteed, and the ZEDE itself regulates maritime and air navigation and controls its ports and airports, setting the fees it considers appropriate.

Imports by legal entities operating in a ZEDE are free of all taxes, tariffs, charges, surcharges, consular fees, internal taxes, consumption taxes, and levies related directly or indirectly to import and export operations — processed with a single customs declaration and without requiring a customs agent.
This matches Próspera's tax system: there are no import or export duties among Próspera's four taxes — see the Overview of Taxes.
Importing Goods
Goods imported into Próspera ZEDE are customs-cleared and nationalized within Próspera ZEDE and do not enter the national customs territory of Honduras. Accordingly:

No national customs duties, tariffs, or import taxes apply.

Goods are subject to Próspera ZEDE customs procedures, inspection, and risk-based controls.

Reasonable ZEDE port, handling, and customs processing fees may apply, as established by the Customs and Port Authority.
The Single Customs Declaration (DUA-PZ)
Próspera ZEDE uses the Single Customs Declaration – Próspera ZEDE (DUA-PZ) as its official customs declaration form. The DUA-PZ:

Is modeled on the Central American DUCA, simplified for a tariff-free ZEDE environment.

Collects only the information necessary for customs control, inspection, verification, and risk management.

Is mandatory for all applicable customs operations before the Customs Authority of Próspera ZEDE.
The declaration is completed and submitted electronically via the form linked from the official Customs and Port Authority page.
Inspections and Compliance
All imported goods are subject to customs inspection and verification by Próspera ZEDE customs officers. Inspections may be documentary or physical; risk-based, selective, or random; and conducted at ports of entry, warehouses, or final destination locations within Próspera ZEDE. Importers must cooperate fully and ensure the accuracy and completeness of all submitted information.
