Residents and businesses can formally petition Próspera ZEDE's governing bodies — the Council of Trustees and the General Service Provider (GSP) — to adopt regulations, clarify enforcement, or create special districts. The official forms are published on the Petitions to PZ Council or GSP page and are completed and signed electronically.
Petition for Optimal Regulation
If existing regulatory options don't fit your business, you can petition for a tailored regulatory framework. The petition form is available on the official Petition for Optimal Regulation page and on the petitions index above.
Petition for an Enforcement Policy Statement
An Enforcement Policy Statement (EPS) is issued by the GSP to clarify how a rule will be enforced. If you need certainty about how a Próspera rule applies to your situation before acting, you can file the PZ Petition for Enforcement Policy Statement – General form from the petitions page.
Application for a Special District
Landowners and developers can apply to establish a Special District within Próspera ZEDE using the Special District Application Form on the petitions page.
Permits and Licenses

Agreements of Coexistence
